Of course, somebody must pay for higher education. But should it be provided free of charge to students and funded entirely out of general taxation, as in the case of primary and secondary education?

Or should students bear the cost of their education, with the help of state-subsidized loans whose terms of repayment are proportional to the income they end up earning?

The former approach has been embraced by Germany and the latter approach by England. Philosophical analysis and economic theory will be applied to adjudicate the merits of the Anglo-Saxon versus the Germanic model.
